PANYNJ Airport System Capacity Planning Study

Cignus provided airspace design, evaluation and fast-time simulation services to the PANYNJ as a sub-contractor to Landrum & Brown in support of the Airport System Capacity Planning Study. The project investigated various current and future runway configurations and associated airspace procedures at JFK, EWR, LGA, TEB, and SWF airports including revised and proposed new airspace procedures for the NY (N90) TRACON.
In charge of the airspace impact assessment, Cignus worked with the procedure design team on the development of RNAV/RNP procedures that replaced or modified existing NY area SIDs and STARs to support potential airport capital improvements. Cignus also led the development of airspace evaluation/simulation scenarios for numerous alternatives, which were collaboratively validated with N90 ATC staff.
Using the existing FAA New York Airspace Re-Design work as reference, Cignus worked with the PANYNJ, N90 ATC design experts, and MITRE to determine the operational feasibility and regional airspace/flow interactions of the proposed procedure/airspace designs. Cignus also supported the airfield simulation teams on the development of simulation/evaluation models for various no-action (Capital Improvement) and alternative layout scenarios.
