Cignus led the development of the Concept of Use (ConUse) document for the FAA Network Enabled Operations (NEO) program, describing potential applications and benefits of a common network infrastructure between the FAA, DoD, and DHS agencies.

Operational views and scenarios linked FAA Traffic Flow Management (TFM) systems with DHS Customs and Border Patrol (CBP) and DoD Northern Command (NorthCom) during everyday and emergency events, supporting the NextGen goal for future inter-agency communication guided by the JPDO Net-Centric Working Group.
