As Cignus' Director of Aviation Safety Programs, Peter brings over four decades of R&D experience with 27+ years dedicated to aviation. As Principal Investigator on 30 contracts since 2013, he has pioneered multiple aviation safety systems including MANOR (Monitor for Airport and Network Operational Risk), Risk Tracker, and SafeFlight — now providing quantitative safety margin estimates at 26 airports across 17 metropolitan regions. His earlier career included program leadership at the Logistics Management Institute and a senior staff economist role on the President's Council of Economic Advisers, where he contributed to legal reforms that helped catalyze the General Aviation Revitalization Act of 1994.
